Exclusive: UAE's Dana Gas won't pay bond on maturity - sources

DUBAI (Reuters) - Dana Gas is set to become the first United Arab Emirates (UAE) company to fail payment of an Islamic bond on maturity, three sources familiar with the matter told Reuters on Tuesday.

The UAE's largest listed natural gas firm, hit by payment delays from Egypt and Iraq's Kurdistan region, will not repay a $920 million convertible Islamic bond, or sukuk, when it matures on Wednesday, the sources said.

However, Sharjah-based Dana has won more time to hammer out a deal with bondholders, they added.

Dana Gas declined to comment.

Although indebted firms in the Gulf Arab state have extended maturities on billions of dollars in bank loans since the onset of the financial crisis in 2008-09, no sukuk have been restructured or unpaid on maturity so far.

Dana has a $1 billion sukuk maturing on October 31. It repurchased about $80 million of the sukuk in 2008, leaving $920 million outstanding.

The five-year sukuk, which was issued with a 7.5 percent coupon, has gained international interest as a large chunk of the debt is owned by large investment firms including BlackRock Inc , Ashmore Group and Spinnaker Capital.

There is "absolutely no chance" of a white knight swooping in to repay the bond by the due date, a source close to the talks said. In 2009, the Abu Dhabi government stepped in at the eleventh hour to help Dubai repay developer Nakheel's $4.1 billion Islamic bond.

The sources said Dana, in which Crescent Petroleum owns a 20-percent stake, reached a so-called standstill agreement with creditors in early October giving it more time to repay the bond and that this was effective for up to six months.

However, some creditors are preparing for a potential "post-default scenario", one source familiar with the discussions said, in which no deal would be reached at all.

Dana is to issue a statement on Wednesday or early Thursday detailing its plans on restructuring the bond, two sources said. The sources spoke on condition of anonymity as the matter is not public.

Shares in Dana fell 8.5 percent to 0.43 dirhams on the Abu Dhabi bourse after the Reuters report. The stock closed down 4.26 percent. The shares have been battered by concerns over how Dana will find funds to repay the bond and limited communication from the company on the matter. The sukuk has a conversion price of 1.926 dirhams.

Dana, which is privately-owned, is not seen as a strategic entity for the UAE and so any government support is unlikely.

PAYMENT PROBLEMS

In May, Dana said it wanted to find a consensual deal with sukukholders to repay the bond, and said it had hired Blackstone Group , Deutsche Bank and law firm Latham & Watkins as advisers.

Investors have hired Moelis and law firm Linklaters as advisers.

The sukuk, which is lightly traded, was quoted at a bid price of 77 to 78 cents on the dollar on Tuesday, up from lows of about 68 cents in mid-September, indicating investors were hopeful of some sort of resolution.

Natural gas producer Dana, which has operations in the UAE, Egypt and Iraq's Kurdistan region, says its cash flow has been affected by global economic conditions and regional events, including Egyptian unrest last year which delayed payments.

The company had a cash balance of 601 million dirhams ($164 million) as of June 30, 2012. Outstanding receivables on Egypt gas deliveries stood at 729 million dirhams and 1.2 billion dirhams in the Kurdistan region at that time.

In a recent interview, Dana board member and Crescent Chief Executive Majid Jafar said Egypt was paying the company for all fuel it was receiving from its operations and was optimistic outstanding payments would be settled.

Jafar said last week talks between the company and creditors were still ongoing, and have been "amicable and friendly."

Pressey factor looms large for 15th-ranked Tigers

COLUMBIA, Mo. (AP) ? Unlike football, Missouri's transition to the SEC might not be so difficult when it comes to the other marquee sport.

Only two players are back from Frank Haith's 30-win debut season, and just one starter, but that's preseason SEC player of the year Phil Pressey. After setting career highs with 10.3 points, 6.4 assists, 3.3 rebounds and 2.1 steals, Pressey spent his summer competing at the LeBron James, Chris Paul and Deron Williams elite camps. Fellow guard Michael Dixon was perhaps the nation's best sixth man with a 13.5-pint average last season, and is a second-team preseason all-conference choice.

Forward Laurence Bowers returns from a left knee injury for his senior season needing just 26 blocks to become No. 2 on the school career list and 126 points for 1,000.

Perhaps it's a team that could finally end Missouri's Final Four drought. Last spring, the Tigers won the Big 12 tournament and were a No. 2 seed in the West before getting upset by Norfolk State in their NCAA opener.

"I really think so," Bowers said. "From a talent standpoint, and just all the intangibles, we have a really good chance. Now, obviously, we've got to still work. You can have all the talent in the world, and if you don't have work ethic it doesn't matter."

There's already a bump in the road, with Dixon and freshman Dominique Bull suspended indefinitely for an undisclosed violation of team rules prior to the exhibition opener. There is still plenty of time to get everyone aboard before the SEC opener Jan. 8 at home against Alabama.

Missouri is loaded with experience, especially for a school that lost Marcus Denmon and Kim English to the NBA draft, plus center Ricardo Ratliffe. The transfer class of Keion Bell, Jabari Brown, Alex Oriakhi and Earnest Ross is considered among the best in history by one publication, and Bell, Oriakhi and Ross started the exhibition opener.

The 6-9 Oriakhi played on the 2011 national title team with Connecticut and has one year of eligibility remaining. Brown (Oregon) and Ross (Auburn) are 6-5 guards and Bell (Pepperdine) is 6-4. Ross has SEC experience and led the team in rebounding during its European tour in August.

Better still, Brown practiced with the team last year.

"It helped me a lot, because I wasn't as far in the dark in terms of what to expect, in terms of how Coach Haith does things," Brown said. "I got to see firsthand for all of last year, start of conference play."

There's no doubt about the focal point. It's the elusive, fearless Pressey.

Missouri always had the inside recruiting track, given Pressey began his college career playing for Mike Anderson, whom he grew up calling "Uncle Mike." Anderson was a college teammate of Pressey's father, former NBA star Paul Pressey. Now at Arkansas, Anderson knows all too well what he left behind.

"I've known him all his life," Anderson said. "Phil is the epitome of a point guard, he's like a coach on the floor. I think he's ahead of his time. Obviously, he's got to go out and play and prove it, but I think he'll be up to that challenge."

Pressey is a finalist for the Bob Cousy Award given to the nation's top point guard. Last year as a sophomore, he broke the school single-season record with 223 assists and his 74 steals is second-most. He is 158 assists and 61 steals shy of school career records.

Pressey and Dixon have piled up 569 assists as teammates and with 212 more will become the top assist tandem in school history in just three seasons.

"Only time can tell how good we can be," Pressey said. "We're going to work every day, and I think we can have a terrific season."

Missouri was the nation's top shooting team last season with 50 percent accuracy, and also was the best at assist/turnover ratio. The Tigers were in the top 10 in scoring (80.4 points), scoring margin (14.1 points), 3-point percentage (39.8 percent), turnovers (10.2) and turnover margin (4.1).

Haith's new team hit the ground running in the exhibition opener, going up 27-3 early against Division II Northwest Missouri State on Monday, and opens the regular season Nov. 10 at home against Southern Illinois-Edwardsville. There are games against NIT champion Stanford and either Louisville or Northern Iowa in the Battle 4 Atlantis Nov. 22-24 and with the other side of the draw including Duke.

The Tigers begin a home-and-home series with UCLA, playing on the road this year Dec. 28, and they have a three-game winning streak in the annual Braggin' Rights game against Illinois in St. Louis, with this year's matchup set for Dec. 22.

Legislators leave health care crisis to Gov. Jindal: John Maginnis ...

"The outcome of the election largely will determine what Jindal will or can do with health care in general and the Medicaid expansion especially."

Their responses are in, or not, and our state legislators have spoken: They will leave solving the current health care crisis to the governor rather than take responsibility for it themselves. A solid majority of the House, 66, and a super majority of the Senate, 30, did not sign the petition for a special session to deal with the sudden loss of federal Medicaid dollars and the governor's plan to close a mental health hospital and to gut public hospitals, turning some into glorified out-patient clinics.

Most of the non-signers were Republicans, but a fair number were Democrats. By their inaction, some are saying they support Gov. Bobby Jindal's plan for this massive, historic and rapid change in public health care. Others have misgivings but do not know what else to do. Their overriding fear would be to spend $80,000 a day in special session and to not come up with a better solution. That would only serve to shift the growing public anger over the hospital cuts and layoffs from Jindal to themselves.

They have a point. If the main obstacle to the special session was the lack of a consensus plan, the main obstacle to a consensus plan was the governor's flat opposition to raising taxes or repealing exemptions. (While he cannot veto the temporary suspension of a tax exemption, most suspensions would still require a two-thirds vote.) For the governor to limit legislators' options so much gives them all the more reason to let him deal with the problem himself.

So, his administration and LSU health care officials move ahead, in fire-drill fashion, to try to arrange partnerships with community and private hospitals or to explore the possible sale or lease of some of the stronger state hospitals, particularly in north Louisiana. The downsizing of public hospitals creates a further budget hole in the graduate medical education program for training new doctors, as the LSU Board of Supervisors seemed surprised to learn last week.

The governor and many legislators have long recognized that the state network of public hospitals is unsustainable within the federal Medicaid system. The long-term plan, which Congress abruptly shortened, was to move gradually toward more public-private partnerships, like the one still being developed in Baton Rouge. But that has taken three years and millions of dollars of new construction, by the state and Our Lady of the Lake. The time and money are not available to do the same in other south Louisiana cities.

There is much interest and willingness on the part of private and community hospitals to help, but the big missing piece is adequate funding to take over the care of the uninsured, who make too much money to be on Medicaid and not enough to afford private insurance. Federal payments to hospitals that care for a disproportionate share of low-income patients is being reduced under the Affordable Care Act, which would cover many of the uninsured through the expansion of Medicaid.

But that is another option Gov. Jindal has taken off the table by declaring the state would not participate in the Medicaid expansion. Critics, even some supporters, say he's dead wrong on this, especially with the feds picking up the whole tab for three years, after which the state's share gradually rises to 10 percent.

It galls supporters of the special session even more that one man would block what they see as a big part of the solution to the current health care crisis. Yet Jindal's role in setting the future course of public health care in this state is small compared to that of the prime mover, the next president of the United States.

With the Medicaid expansion not taking place until 2014, the governor's opposition is a political statement, like with other Republican governors, in the national debate over health care. That was supposed to be a major issue in the presidential election, but it hasn't been.

Nevertheless, the outcome of the election largely will determine what Jindal will or can do with health care in general and the Medicaid expansion especially. If Mitt Romney wins, the new president might decide to keep the Medicaid expansion but to give the states more flexibility to run their systems, which Jindal wants. If Barack Obama wins, this governor, doing the math, might not have much choice. That's one more reason the Legislature is leaving it up to him.

Arnold learned a stiff lesson: Even the employers you?d expect to follow the law sometimes don?t. Now, he said he?s vigilant about asking new employers whether they have insurance.

But workers such as Arnold are now prevented from figuring out whether they?d be protected by insurance should they get hurt at work. This summer, the General Assembly agreed to make information from insurers about employers? coverage confidential.

The state requires that businesses with three or more employees be insured for workplace injuries. When the businesses don?t buy coverage, workers are left with mounting medical bills and often end up relying on government support.

The (Raleigh) News & Observer reported in April that as many as 30,000 North Carolina employers required to carry workers? compensation insurance don?t, leaving their employees vulnerable if they are hurt at work. But much of the data the newspaper used to help make that calculation was soon made private under state law at the request of the N.C. Rate Bureau, an organization that works for the insurance industry.

State officials will meet Monday to discuss how to crack down on cheating businesses; access to insurance information is one of the problems they hope to address.

Gov. Bev Perdue convened a task force of state officials in August after an N&O series revealed that some businesses broke the law by treating employees as subcontractors and by cutting corners on taxes and insurance. The problems had persisted for years as some government regulators sat idle, failing to share information and flag problem employers.

Getting consumers and workers involved in reporting fraud will be critical, said Wayne Goodwin, chairman of the task force and state insurance commissioner. ?Anything that can help detect fraud and help equality needs to happen,? he said.

Protecting its members

The state Industrial Commission has long relied on North Carolina?s Rate Bureau to provide information about employers? insurance coverage, which is collected from private carriers. The commission used the information when investigating claims, and it also provided a public database on its website.

But the Rate Bureau took issue with the way the Industrial Commission shared the data. A private firm in Florida, DataLister, had requested the database of employers and their insurance from the commission to then sell to insurance companies looking for new clients. The Rate Bureau didn?t appreciate its information being used to undercut its members, said Sue Taylor of the Rate Bureau.

?It?s certainly an industry, but we don?t want them getting the data from us,? Taylor said.

Specifically, the Rate Bureau didn?t want Social Security numbers of employers and information about the size of the businesses? payroll released to the public. Those details were not included in data released by the Industrial Commission to DataLister, nor was it included in the database the Industrial Commission provided to The N&O this year.

As legislators considered making the Rate Bureau data confidential this summer, lobbyists for media outlets tried to strike a deal to keep some of the information public; those efforts kept public some data, but less than was available before and not enough to perform meaningful analysis.

Harry Payne, former labor commissioner and a lobbyist for workers? rights at the N.C. Justice Center, said the public database must return.

?It?s the only place workers can check on this without getting under a cloud with their employer,? Payne said. ?The only ones opposed, it seems, would be those with something to hide.?

right one for the job. This person will care about whether or not you can do a good job
for that company and so this is the one you are writing your resume for.

You want to be sure that you are the right candidate for the job. You want to be sure you
know everything there is to know about this company. You want to understand exactly,
which qualities are needed to be the right candidate for this job.

You want to be sure you are not a good candidate for this job, but, that you are the best
candidate for this job.

Time to start writing

This is the time to put pen to paper and to lay out clearly what your prospective employer
is looking for in an ideal candidate. You need to be able to solidify what it is that you
bring to the table, even before you begin.

Jot down every fine point about your training and experience, your unique characteristics,
special talents, even your attitude -- everything that shows you most qualified for the job
you seek.

If you are new to the job market, be creative and draw on your upbringing, life exposure
and anything that can account for your unique experience and qualities.

You will begin to be able to connect the dots during this process. Simple statements will
turn into sentences and sentences into paragraphs. Keep this information in a safe place.

ELEMENTS OF A RESUME THAT WILL IMPRESS

The primary element of an ideal resume contains powerful and assertive statements about
your talents, characteristics and accomplishments. No need to be shy. You are going for
the gold so sell yourself with all that is in you!

The secondary element of an ideal resume will show "you know your stuff" and know it
well! This will be proven by education, experience, work history and any other relevant
affiliations that shows the prospective employer that you are a person of substance and
not only of design.

Keep in mind that the more standard resume will simply be a chronological account of a
very boring life and most people will not give it a second glance. Write your resume to
be interesting and even impressive and watch as your phone rings for that important
interview!

You will write a resume that does much more than just inform; you will write a resume
that compels to action! Your resume will become as a good bargaining tool! Your
prospective employer will be interested and will stand up and take notice! This is exactly
what you want.

Be bold about your assertive statements, but, not too bold. Leave them wanting for more.
Tease a bit with nuggets of information and let them be interested to know more.

WRITING YOUR OBJECTIVE

Be very clear in defining the name of the job or job title you are so qualified for. Be
specific. Avoid general terms such as: I am seeking a Management position. Well, OK,
but what kind of Management position are you seeking? Marketers signal in on one
product at a time and so will you!

You will hit the bull's eye when you define your precise career direction and put that
down on paper. When your prospective employer reads it, they should have no doubt that
you are seeking the exact job that they need filled.

After starting your resume with your contact information, your next section will clearly
start with your job objective. Once your prospective employer can see that what you
bring to the table is what they want, they will continue to scan for more.

Employers separate the wheat from the chaff very quickly. They look for objectives that
meet with their own expectations. They know there are many prospects out there that
really don't know what they want.

Employers are not looking for these types. Your objective will convey that your
objective proves you will make the kind of contributions to the company that they need
and want.

The Summary element of your resume needs to pack a punch to be most effective. It
contains the best about how and why you qualify for the job.

You want the employer to focus in quickly on this section because it will highlight your
most important accomplishments, talents, and qualities.

After reading your Summary, the employer should know, without any doubt, that you are
the best man or woman for the job. This is where you will shine! This will be your
moment to show your stuff. After reading this section, the employer will be compelled to
read more!

Writing this section, you will use many colorful and descriptive words. If one of your
best talents is sales, write that you are a gifted salesman, able to close the deal in record
time!

If your talent is hairdressing, write that your creations have been featured at XYZ hair
show and that your technique is now copied in Salons throughout the Mid-West! You get
the idea.

This section will only contain information about you that is commendable and that will
set you apart from the crowd. Using the right kind of descriptive, complimentary words,
you achieve this handsomely. Your summary will show your prospective employer that
you alone will be the best fit for the position needed to be filled.

Tailor your Summary to your Prospective Employer's Needs

Before writing your resume, you wrote notes on what makes you the best candidate for
your intended position. You will have looked at the many characteristics and qualities
that you believe your prospective employer will be looking for in the ideal candidate.

Now is the time to tailor your Summary section to matching those specific needs. Every
statement made in your Summary section will be targeted to show the employer that you

Work on writing positive and affirming statements that exemplify your unique abilities

words.

If you want to write that you are a good leader, write instead that you are "proven leader"
with initiative and motivational skills that cause others to act! Describe why you are
good at what you do and leave no room for interpretation.

Using words like "good" and "competent" speaks in general terms. Describe how you
possess these attributes and you will have done your job well!

Below, you will find a variety of suggestions for composing your Summary section. You
can select those that best suit your skill-set. Experiment a bit, first, and then zero in on
those that best reflect what you have to offer a perspective employer. Remember, your
Summary section is critical to your resumes success.

Few people will use all of the suggestions. Doing this might be seen as over-kill. You
are encouraged to say the most, while writing the least.

Start with a concise phrase that describes your profession.
Next, another concise phrase showing your broad or specialized

experience.
Make a few more concise statements to show the following:
- the full extent of your skill-set
- the variety of your skills
- diversity in your experience
- an accomplishment worth noting
- Anything remarkable about your accomplishments.

This section will cap off all that qualifies you for your intended position. You will show
your prospective employer that there can be no other and the journey stops with YOU!

How do you do this best? You continue to show that you are the right one for the job by
going into better detail about all that you wrote of in your Summary section. This
requires careful wording so as not to be repetitious. If you can pull this off professionally,
using words that glow, you will have the attention you are looking for!

The most key point about writing this section is you are not going to inform. You are
going to highlight in more detail, what your prospective employer already believes to be
true about you as an ideal candidate.

The Purpose of your Skills and Accomplishments Section

Go into good detail about the following:

Any benchmarks or landmarks accomplished as the result of your unique
skill-set.

Using facts, figures and statistics, show how your best efforts showed the best
results.

Your specific talents and unique gifts as related to your job.

All accomplishments that sets you apart.

To be most effective, you will use clear, crisp writing that sums up. You are going into
detail here, but not so much that this section reads like a story.

Key Point -- Write so that you give hints and not complete details. You want your
prospective employer to call you in for the interview to learn more! This is critical.

RESUME FORMATTING

There are Three Basic Resume Formats

The three basic formats of resumes are: Chronological, Functional, and

A weak finish for stocks as earnings news weighs

Stocks are closing mostly lower after another batch of weak earnings reports weighs on the market.

The Dow Jones industrial average managed to close with a gain of nearly four points at 13,107 Friday after spending much of the day in the red.

The broader Standard & Poor's 500 index gave up a point to end at 1,412 and the Nasdaq composite edged up less than two points at 2,988.

Poor earnings from Goodyear, Verisign, Interpublic and other companies disappointed investors.

A pickup in U.S. economic growth in the third quarter wasn't enough to get buyers back in the market.

Three stocks fell for every two that rose on the New York Stock Exchange. Volume was in line with the recent average at 3.2 billion shares.

Romania rescues two brown bears from decrepit zoo

Two brown bears in Romania have been rescued from a zoo where conditions did not meet European Union animal safety standards and have been transferred to a sanctuary where they were released on Saturday, wildlife experts said.

The two male bears were removed from the decrepit Onesti zoo in eastern Romania and driven to Zarnesti, 93 miles away, which houses the country's first bear sanctuary in a forest.

"These bears used to live in small concrete enclosures ... They will be released soon in this beautiful forest area (after quarantine). That's a huge difference," said Victor Watkins, a wildlife advisor at the World Society for the Protection of Animals.

Sixty-seven bears are now housed in the sanctuary. Many of them were rescued from ramshackle zoos or from cages at roadside inns and restaurants where they were used to entertain guests.

Up to 7,000 bears live in Romania's largely unspoilt mountains. Several people, including foreign tourists, have been killed or injured by bears in recent years and experts have warned that their habitat is under threat from construction.

A poacher was killed as recently as last month after a bear attacked him after escaping from his trap.

The law limits the number of bears that can be killed by hunters to under 350 a year. Officials say some hunting is necessary to control their numbers.

Hurricane Sandy looks as the 'Bride of Frankenstorm' Approaching U.S. East Coast

ScienceDaily (Oct. 26, 2012) ? NASA's TRMM satellite revealed Hurricane Sandy's heavy rainfall and the storm is expected to couple with a powerful cold front and Arctic air to bring that heavy rainfall to the Mid-Atlantic and northeastern U.S. Some forecasters are calling this combination of weather factors "Frankenstorm" because of the close proximity to Halloween. However, because Sandy is a woman's name, the storm could be considered a "bride of Frankenstorm."

NASA satellites have provided forecasters at the National Hurricane Center with rainfall data, infrared, visible and other data on Sandy and will continue to do so. Dr. Marshall Shepherd who works with TRMM data provided an insight into the storm's development.

NASA's TRMM Satellite Sees Sandy Drench Jamaica and Eastern Cuba

The Tropical Rainfall Measuring Mission (TRMM) satellite had a partial view of hurricane Sandy on Oct. 25 at 1425 UTC (10:25 a.m. EDT) after it had passed over Cuba and moved into the Bahamas. An eye was hard to find but TRMM's Microwave Imager (TMI) data showed that a large area of intense rainfall was occurring around Sandy's center of circulation. Hal Pierce of NASA's TRMM Team at NASA's Goddard Space Flight Center in Greenbelt, Md. used a GOES-13 satellite image captured at the same time to fill in the part of the image not viewed by TRMM to create a total picture of the storm.

With its combination of passive microwave and active radar sensors, TRMM is ideally suited to measure rainfall from space. For increased coverage, TRMM can be used to calibrate rainfall estimates from other additional satellites. The TRMM-based, near-real time Multi-satellite Precipitation Analysis (TMPA) made at NASA Goddard can be used to rainfall over a wide portion of the globe. TMPA rainfall totals were tallied for the seven-day period from Oct. 18-25, 2012.The heaviest rainfall occurred over open ocean where totals were as high as 325 millimeters. Rainfall amounts as high as 250 millimeters were measured over eastern Cuba and some extreme southern areas of Hispaniola.

Hurricane Sandy passed over the islands of Jamaica and Cuba causing at least 21 deaths. Extensive flooding and other damage were reported near the capital city of Kingston and other areas of Jamaica.

National Hurricane Center Rainfall Expectations

The heavy rainfall potential is evident in the National Hurricane Center's (NHC) forecast on Oct. 26. The NHC noted that Sandy is expected to produce total rainfall amounts of 6 to 12 inches across Haiti and the Dominican Republic with isolated maximum totals of 20 inches possible. Rainfall totals of 3 to 6 inches are expected over portions of the Bahamas with isolated maximum amounts of 12 inches possible. Rainfall totals of one to three inches are expected across the Florida Keys into southeastern and east-central Florida with isolated maximum amounts of six inches possible. Rainfall totals of 4 to 8 inches are possible over far eastern North Carolina.

Interview with Research Meteorologist Dr. Marshall Shepherd

Dr. Marshall Shepherd, University of Georgia Professor and Research Meteorologist has worked with TRMM satellite data since its launch in 1997. Dr. Shepherd provided his take on the storm event. "Models are coming into consensus on a landfall, if you will, in the DelMarVa area. Comparisons are being made to the Perfect Storm of 1991, but many folks won't remember that. Storm will bring very strong winds (hurricane force) over a strong area. Remember the Derecho of June 29, 2012. Expand that to the entire Delaware/Maryland/Virginia and New York/New Jersey region."

Shepherd said that the event will bring significant rains and inland freshwater flooding , that he said was often the deadliest threat from tropical systems. He also cited concerns about the storm surge and coastal flooding as full moon will mean elevated water levels/tides coupled with the storm-induced surge. Finally, he noted, there is likely to be heavy wet snow into the inland and higher elevations of the effected region. "Pay attention to the cone or area of influence rather than a specific track as the storm will affect an area not a point," he said.

"Advances from NASA satellites, aircraft, and models are essential for ingest into the models, assessing storm locations and intensity, and testing future modeling techniques. It may not be obvious to many, but our warning and prediction capability does have traceability to the NASA program in numerous ways and I have been happy to play some small role as a former NASA scientist and current member of the NASA Precipitation Science Team and Earth Science Subcommittee of the NASA Advisory Council."

Where is Sandy on Friday, Oct. 26?

A Hurricane Warning is in effect for the Northwestern Bahamas Except Andros Island. A Tropical Storm Warning is in effect for the Central Bahamas, Florida East Coast from Ocean Reef to Flagler Beach, Lake Okeechobee and Andros Island in the northwestern Bahamas. A Tropical Storm Watch is in effect for Savannah River to Oregon Inlet North Carolina, Pamlico Sound, the Florida east coast from North of Flagler Beach to Fernandina Beach, the Florida Upper Keys from Ocean Reef to Craig Key, and Florida Bay.

On Friday, Oct. 26, at 8 a.m. EDT, Hurricane Sandy's maximum sustained winds were near 80- mph (130 kph). Sandy is a category one hurricane on the Saffir-Simpson Hurricane wind scale. Some weakening is possible during the next day or so, according to the National Hurricane Center. It was centered near latitude 26.4 north and longitude 76.9 west. Sandy is moving northwest near 10 mph (17 kph) and is expected to turn north and then northeast on Oct. 27, while slowing down.

Storm surge is expected to be big factor as Sandy approaches the Mid-Atlantic coast. Very rough surf and high and dangerous waves are expected to be coupled with the full moon. The National Hurricane Center noted that the combination of a dangerous storm surge and the tide will cause normally dry areas near the coast to be flooded by rising waters. The water could reach the following depths above ground if the peak surge occurs at the time of high tide. Some storm surge forecasts include: 5 to 8 feet in the hurricane warning area in the Bahamas and one to three feet along the Florida coast in the warning areas on Oct. 26.

GOES-13 Satellite Shows Sandy and Powerful Cold Front

NOAA's GOES-13 satellite monitors weather over the eastern U.S. and the Atlantic Ocean. In a visible image taken from NOAA's GOES-13 satellite on Friday, Oct. 26 at 1415 UTC (10:15 a.m. EDT) Hurricane Sandy's huge cloud extent of up to 2,000 miles extended into the Atlantic, while its center was over the Bahamas. At the same time a long line of clouds associated with a powerful cold front approaching the U.S. east coast stretched from the upper Midwest to the Gulf coast. "Bride of Frankenstorm"

Hurricane Sandy is expected to mix with a powerful cold front approaching the east coast, and cold Arctic Air mass, setting up for a powerful storm, a "Bride of Frankenstorm."

The cold front stretching from the upper Midwest to the Gulf coast is moving eastward and is expected to temporarily push Sandy away from the coast. However, the front is expected to break down as it moves toward the coast, allowing Hurricane Sandy to come back toward the coast.

As happens when any storm becomes extra-tropical, Sandy will go from a warm to cold core center and the strongest winds spread out and the storm will expand. According to the National Hurricane Center, hurricane force winds extend outward up to 35 miles (55 km) from the center and tropical storm force winds extend outward up to 275 miles (445 km). The wind field of Sandy is expected to grow in size during the next couple of days. The storm's circulation almost reaches 2,000 miles.

Although landfall is expected in southeastern Delaware early Tuesday morning as a hurricane, the Mid-Atlantic is expected to start feeling the storm's effect starting Sunday, Oct. 28.

Galaxy halos are produced by orphan stars, findings indicate

Isolated stars kicked to the edges of space by violent galaxy mergers may be the cause of mysterious infrared light halos observed across the sky, according to UC Irvine and other astronomers.

"Background glow in our sky has been a huge unanswered question," said UCI physics & astronomy professor Asantha Cooray, lead author of a paper about the discovery in the Oct. 25 issue of the journal Nature. "We have new evidence that this light is from stars that linger between galaxies. Individually, they're too dim to be seen, but we think we're seeing their collective blush."

Cooray and colleagues examined 250 hours of data captured by NASA's powerful Spitzer Space Telescope from a large swath of sky called the Bo?tes field, which covers the equivalent of 40 full moons near the constellation of the same name. The large scale allowed the researchers to better analyze the patterns of diffuse light.

"Studying this faint background was one of the core goals of our survey, and we carefully designed the observations in order to directly address this important, challenging question," said co-author Daniel Stern of NASA's Jet Propulsion Laboratory in Pasadena.

The team concluded that the infrared glow, while weak, is too strong to be consistent with earlier theories that it's being emitted by the very first celestial bodies. "The glow is just too bright to be from those ancient, far-off galaxies and stars," said UCI doctoral student and co-author Joseph Smidt.

Instead, the scientists have a new theory, saying it's "intracluster" or "intrahalo" starlight. Early in the history of the universe, as galaxies grew, they collided and bulked up in mass. As the crashing galaxies became gravitationally tangled, strips of stars were shredded and tossed into space as leftovers. Galaxies also grow by "swallowing" dwarf neighbors, a messy process that likewise results in stray stars. Cosmologists believe these orphaned stars produce the diffuse, blotchy smatterings of light that make up galaxy halos extending well beyond the outer reaches of galaxies.

Additional research is needed to confirm the theory. But the researchers say it makes sense. "A lightbulb went off when we were reading earlier papers predicting the existence of diffuse stars," Cooray said. "They explain what we're seeing with Spitzer."

Cesium levels in fish off Fukushima not dropping

(AP) ? Radioactive cesium levels in most kinds of fish caught off the coast of Fukushima haven't declined in the year following Japan's nuclear disaster, a signal that the seafloor or leakage from the damaged reactors must be continuing to contaminate the waters ? possibly threatening fisheries for decades, a researcher says.

Though the vast majority of fish tested off Japan's northeast coast remain below recently tightened limits of cesium-134 and cesium-137 in food consumption, Japanese government data shows that 40 percent of bottom-dwelling fish such as cod, flounder and halibut are above the limit, Ken Buesseler, a marine chemist at the Woods Hole Oceanographic Institution in Massachusetts, wrote in an article published Thursday in the journal Science.

In analyzing extensive data collected by Japan's Ministry of Agriculture, Fisheries and Forestry, he found that the levels of contamination in almost all kinds of fish are not declining a year after the March 11, 2011 disaster. An earthquake and tsunami knocked out the Fukushima Dai-ichi plant's vital cooling system, causing three reactor cores to melt and spew radiation onto the surrounding countryside and ocean.

"The (radioactivity) numbers aren't going down. Oceans usually cause the concentrations to decrease if the spigot is turned off," Buesseler told The Associated Press in an interview. "There has to be somewhere they're picking up the cesium."

"Option one is the seafloor is the source of the continued contamination. The other source could be the reactors themselves," he said.

The safety of fish and other foods from around Fukushima remains a concern among ordinary Japanese, among the world's highest per capita consumers of seafood.

Most fish and seafood from along the Fukushima coast are barred from the domestic market and export. In June, authorities lifted bans on octopus and sea snails caught off Fukushima after testing showed very low levels of radiation.

But the most contaminated fish found yet off Fukushima were caught in August, some 17 months after the disaster. The two greenlings, which are bottom-feeders, had cesium levels of more than 25,000 becquerels per kilogram, 250 times the level the government considers safe.

A government fisheries official, Chikara Takase, acknowledged that the figure for the greenlings was "extremely high," but he added high numbers were detected only in limited kinds of fish sampled in the restricted waters closest to the plant. He acknowledged that "we have yet to arrive at a situation that allows an overall lifting of the ban."

To bolster public confidence in food safety, the government in April tightened restrictions for cesium-134 and cesium-137 on seafood from 500 to 100 becquerels per kilogram. But the step led to confusion among consumers as people noticed more products were barred.

Plant operator Tokyo Electric Power Co. said some radioactive water used to cool the Fukushima reactors leaked into the ocean several times, most recently in April.

"Given the 30-year half-life of cesium-137, this means that even if these sources (of contamination) were to be shut off completely, the sediments would remain contaminated for decades to come," Buesseler wrote in Science.

Experts suspect that radioactive water from the plant is seeping into the ground water at the same time, and is continuing to make its way into the ocean.

Hideo Yamazaki, a marine biologist at Kinki University, agrees with Buesseler's theory that the cesium is leaking from the Fukushima nuclear plant and that it will contaminate seafood for more than a decade.

He said he believes the plant will continue to leak until cracks and other damage to the three reactors that melted down are repaired. It's unclear when that work will be completed, or even how, because radiation levels in the reactors are too high for humans or even robots.

"The current levels of contamination in the fish and seafood from the Fukushima coast will continue for a while, perhaps more than 10 years, judging from the progress in the cleanup process," Yamazaki said in an email.

Buesseler, who led an international research cruise off northeastern Japan in 2011 to study the spread of radionuclides from the Fukushima plant, says predicting patterns of contamination requires more than monitoring data on fish. Careful study of the ocean waters and sediments is also needed to determine how quickly the system will recover.
